    Waiting for services

    The family says Willow remained on a waiting list for close to a year while Faith continued working, managing three children, and transporting Willow between schools and services.

    Faith repeatedly asked ABC and its counsel for records, an accurate incident report, and mediation. Meetings and calls were scheduled and then cancelled by ABC over a period of weeks and months, delaying resolution while Willow went without therapy.

    Kathryn Zeringue filed CPS LENS Report No. 80787387. The report used October 25, 2025 as the incident date (four days before the actual injury), identified the wrong RBT, and stated on its face that the filer had no reasonable cause to suspect abuse or neglect.

    CPS declines; TDLR receives the wrong information

    CPS determined it lacked authority and referred the matter to TDLR. The inaccurate date and staff identification traveled with the referral.
